The simplest answer here is that treatment of illness is much more easily measured than prevention. How can you measure something that never happened? Promoting healthier lifestyles costs a lot and the benefits are not easily seen. It would take many years before the healthcare system would see a significant reduction in preventable illnesses. From the government's point of view, in the here and now, you will still have to pay for the treatment AND for the prevention initiatives that won't see any results or benefits until many years down the road. Unfortunately, the way current government is set up, they can only see into the future as far as their election term lasts, 4-8 years.
