This is actually dependent on who is asking and whom someone is asking. In my circle of friends and family, there is often the perception that the person asking pays. However, there is often a negotiation about who actually pays the bill and often who pays the tip.

This type of situation most often occurs when family is involved. I ask my sister to lunch, I expect to pay. I ask my mother and I definitely pay. She asks me, we negotiate. There is a reason for the negotiation with my mother. She is on a fixed income that is relatively low and she often has more month and bills than money.
