1) How is evaluating curriculum similar to evaluating instruction?

Hopefully for both evaluating curriculum and evaluating instruction, the person evaluating is thinking about the education of children. Likewise when evaluating a teacher one can be distracted by how the teacher looks, their age, whether they can also coach a sport or lead a club instead of evaluating them specifically based on how they will impact the learning of children. As one evaluates both curriculum and instruction the overarching question should be "how effective will this book/teacher be in stimulating learning in the student?"
