Least restricted environment is defined to the maximum extent appropriate, children with special needs will be educated with children who are not disabled, and their removal from regular educational environments occurs only when the nature or severity of the disability of a child is such that education in regular education classes with the use of supplementary aids and services cannot be satisfactorily achieved.

Service delivery is determined by the student's Individual education plan, IEP. Service delivery is an awesome concept that should change as the needs of the students change. No one service delivery model should be used exclusively. Good service delivery systems will allow the district to comply with the requirements in IDEA 2004 for a continuum of options, services in the least restrictive environment, and providing access to the general education curriculum.
