Interestingly, the full article is not available in ERIC database. Rather it only lists the article and where it is published (i.e., Quarterly Review of Distance Education), but provides only the beginning of the abstract. The following information is drawn from that source, as well as another article that mentioned this specific study by McCoy and Sorensen (2003). However, I provided the basic format.

A. What is the focus of this study? The focus of the study is examining the development process of public virtual universities. Specifically, this study reports on a policy analysis that examined the development process of public virtual universities.

Since the use of the Internet in distance education has increased at a tremendous pace, the problem addressed is how the public virtual universities developed overtime, as well as whether or not the present virtual system addresses the University needs effectively and efficiently.

C. Is the methodology explained in a manner that allows the reader to understand the research process which is being applied? If so, describe the research methodology that was applied to examine the research problem. If not, explain why not.
