Public land is actually owned by the United States, no matter how it was acquired (be it by purchase from a foreign government, acquisition from tribal land, or victory in a war). In many cases, the government will then make such land public domain, which means that the federal government cedes the land to state or local governments for them to dispose of as they see fit (such as creating schools, parks, etc). Typically the Secretary of the Interior and the Bureau of Land Management is involved in land that is either public domain or owned by the government.
