During the first phase of demographic transition, both the CBR and the CDR are high, but they pretty much balance each other and there is no steady population growth. A population can remain in this state for long periods of time. It corresponds to human populations before industrialization. Phase one is sometimes called the "High Stationary Stage" ("high" birth and death rates; "stationary" rates; "stationary" total population).
