Using Access for Prototyping Databases

Why is a PC based DBMS like MS Access often suggested as a good candidate to use in story boarding/prototyping the user interface presentation screens and basic database functionality for a new database development (even though MS Access is not the final target database management system (DBMS) for implementation). Are there any other office automation tools (e.g. other programs in the MS Office suite) that might be useful in prototyping the user interface?
