Need help with a QPSK / Multiplexer question. please see attached. thank you.

Additional information has been provided for this question: There are 20 sources. Each source transmits at 32kbps. (This means that each source is either sending 32kbps or its sending nothing.) Each source only transmits 20% of the time.
