Acquisition plans are designed to ensure that the government is able to meet its requirements in the most efficient, economical, timely and effective manner. Acquisition plans communicate the need, applicable conditions, cost, required capabilities or performance characteristics, delivery time frame and risks related to the acquisition. Acquisition planning ensures a strong foundation for service contracts. It ensures that government receives services of adequate quality and at reasonable costs and the government agencies do not overpay for services, or obtain low quality services.
