Mr. Konosuke Matushita (1985) argues from the perspective of the Matsushita Electric Industrial Company, Japan: "we are going to in and the industrial West is going to lose." Interestingly, he makes the claim to the West that "the reasons for your failure are within yourselves." When it comes to different work cultures, this is, at least in part, true.

Certain work cultures arrange design and production departments (e.g. organic vs. mechanism, participatory vs. autocratic, formal vs. informal, etc.) in a way that defines the work subsystem, which is based on the philosophy that drives the work culture (Golembiewski, 2000).
