There are many reasons why the events at the end happened. First, Dick was viewed with suspicion; He was viewed as a person who would go in for amputations. The workers felt threatened by him and his presence. Second, this habit of walking around the plant reinforced his reputation as a hatchet man. He was believed to be spying and interfering with the work even though he never made any comments when he was on the shop floor. Third, his habit of walking around the plant was viewed as a method of gathering evidence against certain individuals, who would be axed. Even though he was careful not to pass remarks when he was on his rounds he was believed to be directive. Moreover, he created a weak impression even on the top managers of the plant when he was in a meeting he abruptly left them creating an impression that the operations were not as important.
