The character of war means how the fighting and hostility are applied by parties to the conflict. The character of war is determined by the cause of war, the feelings with which countries are involved in the war, and the opportunities thrown up to the countries. The war commences at the decision-making body of a nation and is undertaken to achieve some national goal.
