According to Bolman and Deal's human resource frame, the leaders stress the importance of people. They point out that leaders must develop a good fit between people and the organization. The circumstance of the University of Missouri is that the university will lose of third of its $3.6 million budget under the proposal. In response the Provost Ron Bunn has proposed abolishing two of the university's 14 schools and colleges and steeply reducing the operations of seven other schools and colleges over a period of three years (a). The Provost has proposed that the money released by the closing down and reduction in operations will be reallocated to the remaining programs to increase faculty salaries, and purchase equipment for research.

Using the Human Resources Frame the action of closing down two schools and colleges and also reducing the operations of seven schools will lead to layoffs of faculty and staff in these colleges.
