Several important developments have occurred in the area of public sector unions in the past 50 years. In 1959, Wisconsin became the first state to allow collective bargaining by public sector workers. In the 1960s and 70s public sector, unions grew to cover several types of employees such as firemen, police, prison guards, teachers, and clerks. In 1962, President Kennedy upgraded the status of federal worker unions. In 1976 the number of public-sector union members increased to 12 million. This figure increased to 16.6 million in 2009. In 2010 31% of federal workers, 35% of state workers, and 46% of local workers were represented by trade unions.
