The main initiative of the Kyoto Protocol entails reducing levels of greenhouse gases in the environment, and as outlined by the Protocol, the initiative is predicated upon ensuring that emission-reduction goals for the period between 2008 and 2012 would be met by requiring countries to establish individual, legally-binding commitments on the reduction of their greenhouse gas-emissions. Generally speaking, the target for reductions is a minimum of 5% below the levels that these countries were emitting in 1990, as this objective was sought to be met by countries between 2008-2012.
