In any type of organization/business it is important to include the upper management/administrator in the needs assessment process. All part of the company's Human Resources must have some needs which can be directly and indirectly affect the growth of the organization in any aspect. Each employee or member of the organization is understood to be working WITH other members. In fact the administrators must be the first to know certain needs of the company or of the company's personnel.
Including the upper management in the needs assessment process can help the organization develop an open-to-growth and transparent working environment each for each if the personnel.
