In essence measurement and evaluation techniques provide a significant amount of information that assists in decision making as well as acts as an indicator of the path an organization is taking. In other terms, it helps assess whether a strategic plan has been successful or whether changes to the plan are necessary (Sidhu, 2005). It is important to note that measurement and evaluation take place at the end of a planning process, and not at the beginning. Strategies need to have been already implemented, which means that measurement and evaluation techniques are not projections, they are fact finding tools.
