When dealing with different groups of employees the first thing that must be implemented is the selection of a "leader" for each of the groups. This leader should be a formal position within the organization and should speak directly for all those under their respective authority. In many instances, the leader is a non-formal position. In my opinion, this causes more problems than it fixes since a non-formal leader does not have the authority to make binding decisions for the group as a whole and the group as a whole may or may not recognize this individual as a leader.
