Yes I think it has been partially successful. Our borders are closer to being secure and there has been some amnesty for those already here, who are doing what they are supposed to do and not getting into trouble. The considerations that policy makers need to keep in mind when developing an immigration policy include the following: what are the needs for the workforce (both current and future) and the specific jobs that need to be filled by these people?
