They do not have to be for the outcomes. Congratulations can be given for the process and small accomplishments along the way. Any real congratulations should be given enthusiastically and without any hesitation. The ability to encourage others, even at the expense of one's own accomplishment truly builds a working trust that raises enthusiasm and productivity within the unit or company.
