    1) Highly bureaucratic organizational structure with centralized decision making and control:

    The primary barrier that prevents the downward communication of communication is the existence of a highly bureaucratic structure and centralized control as such a structure prevents the top management from sharing strategic information with their subordinates as they prefer to retain control over the organization and are skeptical about the capabilities of their subordinates. Such organizations prevent participation of the employees among lower levels and thus do not care to communicate the corporate strategy to their employees.

    2) Lack of communication between top management and lower levels: This barrier also stems out from the above mentioned point in the sense that in highly bureaucratic organizations, top management does not prefer to communicate frequently with their subordinates, thereby leading to lack of information being communicated to downward levels.
