Garbage-can model is described as problems, solutions, participants, and choice opportunities getting mixed together in a garbage-can. With that knowledge, it only accurately describes the decision-making process in the beginning. Any decision-making in an organization has to include what the problems are, participants to figure out if those are legitimate problems and to work on solutions, and choice opportunities have to be figured out.
