Moving Data From PDF to SPSS

I have to make value labels of a data set that is from a PDF file. I have to do this in SPSS, except I have no clue how to import the data into SPSS from a PDF file. I tried copy and pasting, but I can't just highlight and copy one column at a time. It makes me highlight the entire document. There's gotta be some easier way to do this. Can anyone help?
I've attached the question and the PDF file for anyone that can help.
