The American Social Security System was put in place for the purpose of protecting those most at risk in society - the unemployed, the needy, the elderly, and the poor. American Social Security is funded by payroll taxes through the Federal Insurance Contributions Act or FICA. The American Social Security Program is the largest in the world but not necessarily the most comprehensive since health care is not universal. Even then, it is 37% of the government's total annual expenditure side by side with Medicare. By virtue of Social Security, 40% of Americans 65 or older are kept out of poverty.
