There is a Chinese proverb, "Give a man a fish and you'll feed him for a day. Teach a man to fish and you feed him for a lifetime". In comparing the United States, Germany and Japan, it is difficult to determine what the correct amount of welfare a country should have. That said it is apparent that having a welfare system, at least on a temporary basis, is a useful implement to all of the aforementioned countries.
