In order for an organization to be considered a bureaucracy it must have ALL of the following:
1. A structure that is hierarchical; shaped like a pyramid. The upper levels control the lower levels. Decision making abilities are spread throughout the pyramid shape.
2. Clearly defined rules that all employees follow. The rules are not developed democratically, but instead are created by the upper levels and spread to the lower levels.
