Both the terms institution and social structure have varied meanings to refer to social phenomena (Fleetwood, 2008). For example, social structures can be used negatively to refer to rules, positions, systems, values, and all meanings that do not relate to human behaviors. According to Fleetwood (2008), because there are many elements that are not reduced to human behaviors, it can be difficult to differentiate between social and institutional structures. However, he asserts that the common approach has been to treat institution and social structures as patterned social practices.
