The concept of conditioned response came from Pavlov's theory of classical conditioning. Classical Conditioning came from Pavlov's experiments with dogs. During the classical conditioning process, Pavlov presents food to the dogs and measures the amount of drool that they produce. Then he starts ringing a bell right before he gives them the food in order to get them to associate the food with the bell.
