The political conditions were based on power, fear, and racing to own or create bigger and better weapons. Historically, the agreements set forth at Yalta gave Roosevelt faith that the governments would have elected officials and would be fair in dealings with other countries. However, Roosevelt died in 1945 and his successor, Truman, was not so optimistic. He believed the Russian/Soviet government would take control of all of the countries under its agreement and create exactly the kind of Communist power bloc that Truman thought they would.
