The first question is probably missing some information. If the ball is held as described in the question, then the ball isn't moving, in which case, the tangential speed, or any speed/velocity for that matter, is zero.

If the ball were dropped, the tangential speed changes throughout time, and is the speed at a certain point in time during which the ball falls back towards the post. It can be 0 at the moment the ball is released, and speed will increase until it gets to the "bottom" of the length of rope.
