It's my understanding that localized conduction band states lead to a reduced mobility and therefore reduce photocatalytic activity. Yet, in the attached article, the author mentions that "Such localization of 3d electrons would result high efficient photo-excitation on Ti site under UV irradiation; i.e. high efficient photocatalyst." How can localization be beneficial to photocatalytic activity?
