Clermont, a rapidly growing southern city of approximately 100,000 residents, is predominantly a suburb to a much larger tourist area. The population can rise to as many as 120,000 during the winter months. The demographics have been changing rapidly, especially its minority population. There has been a substantial increase in the crime rate and a general deterioration in some sections of the downtown areas.

During the last election, voters approved a reduction in the property tax cap, and this has resulted in a significant reduction in revenue for the city, especially the police department's budget. The current staffing level within the police department is 100 sworn and 25 nonsworn personnel. The previous chief retired after more than 30 years in office, and the traditional method of policing is still being practiced.

The morale of the department is poor due to the increased workload as a result of the reduction of personnel from the budget shortfall. As the new chief, you have been called to an emergency meeting with the city manager and city council to discuss ways in which the department can become more innovative in its policing methodology and address the growing problems within the community.

Some of the council staff have just returned from a state conference and heard a presentation related to community policing and problem solving. They want to get your ideas on the viability of a program like this and whether or not it would be beneficial for the city and community. They also want to know how you might approach implementing the program if approved by the city council.

To evaluate the progress of a community policing initiative, the police department must use information garnered on different variables associated with crime reporting, variables concerned with the level of concern amongst members in the community for specific crimes, community variables such as the level of covered participation in community events, groups, and initiatives to engage and work with police, police/citizen interaction variables such as the amount of calls and responses by police within specific time intervals, and the satisfaction.

Therefore, crime variables such as specific crime information regarding the types of crime committed in the community, whether or not crimes were felonies or misdemeanors, the response from police to these criminal incidents, whether police improved relations with the community during the initiative, and whether local police performance was interpreted to have been improved or gotten worse by citizens are all mandatory to evaluate the community policing initiative.

The pros associated with community policing include the ability to maintain direct contact with the community because of the placement of officers within the community who patrol the same neighborhoods day in and day out. Therefore, community policing enables police to intimately become engaged with the community and its citizens, which allows police to develop problem-solving techniques that are predicated upon the needs of the community as police are more aware of the community's specific needs. In addition, this contributes to crime prevention because officers often are recruited from the community, which provides them greater insight into the problems within the community. The old manner of policing was only reactionary wherein police would only come into the community to respond to crimes after they've happened while community policing enables police to work in unison with the community to prevent crimes before they occur as the officers are a part of the community.
