Chronic offenders can be rehabilitated if they are assisted at a young age and nonviolent. I don't believe that violent repeat offenders should be released from prison but I do believe that drug offenders should never be sent to prison. Drug offenders can be rehabilitated because those who are addicted to drugs should receive treatment for their drug addiction as opposed to being locked away. The focus should be ...
