It is generally agreed that the most important single function of government is to secure the rights and freedoms of individual citizens. The government of the United States of America was established for the purposes, in general, are to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty. Human beings are not perfect and will cause trouble in the absence of laws and an institution to enforce them. Therefore, the primary purpose of government is to keep order. Since its functions are so numerous and varied, the government operates on several different levels--national, state, and local. At each of these levels the government makes certain demands on its citizens. But this is only to promote the general welfare of the society as a whole. The United States government is also a constitutional government. It operates according to a set of laws and principles that are outlined in a constitution.
