Introduction

Early in the year 2000, political writer Robert Litan (Litan, 2000) wrote that the US, at that time, remained as the world's economic leader, even with remnants of doubt from the 80's turmoil when American competitiveness was challenged by developing and developed industrial nations (i.e. Japan, China, Germany). For Litan, the reason behind American economic and political hegemony in the entry years of the 21st century was American trade and economic engagement globally, as foreign goods via relatively open borders kept the tariff low, which in turn fought inflation so that the Federal Reserve did not need to hike up interest rates. Events like the Asian financial crisis also buoyed the US dollar as influx of funds from abroad as investors sought a stable market created an investment boom even when exports to the Asian market declined. The state of play in terms of American interests in globalization therefore is heavy towards protecting American economic interests, which is then supported by or forwarded by American policies based on geopolitics.
