STEP 1: ESTABLISHING A NEEDS ANALYSIS

The first step necessary for designing and developing a training program is the establishment of a needs analysis. This was established in the Permit Required Confined Spaces section of the OSHA by dictating that employer's must provide an overall program for controlling, and, where appropriate, for protecting employees from, permit space hazards and for regulating employee entry into permit spaces (OSHA, 2012).
