Sen's capability approach is a theory within welfare economics, which suggests that societies should allow individuals the freedom they need to function. It deals with every factor concerning human welfare and the distribution of opportunities in society. It gives as the goal of development the expansion of people's abilities to lead the types of lives they desire. Sen's approach has two levels, one functional or theoretical and the other practical. Part of the capability approach involves evaluating and ranking functions and capabilities. This makes the approach useful in all contexts, because different individuals will value various capabilities differently.
