The US Army is the largest branch of United States Armed Forces and performs land based military operations. According to May 7 report the Army's latest headcount shows that nearly 2,600 soldier departed active service in March without being replaced. This makes the US Army manning to the its lowest level since before World War II. During the past year the size of active force has been reduced by 16,548 soldiers which is equivalent of three brigades (1). If automatic budget cuts known as sequestration begin in October, the Army will have to reduce another 30,000 soldiers. At that level the Army will not be able to meet its current deployments and respond to demands for troops in other regions.

The key areas of Nadler-Tushman Congruence Model are the inputs, throughputs ( system components), and outputs. We first consider the Inputs. The first is the environment (2). This contains countries, groups, and individuals that are outside the US Army. These include countries antagonistic to the USA such as Russia, and North Korea. The groups outside the US Army are the US Congress, the US Air force, and the US Navy. The next box in inputs is resources: These are the various assets that the US Army has. Specifically, it means the highly trained soldiers, the armory that the military possesses, and the widespread recognition of achievements of the army. The next box in inputs is history.
