This bill supports the labor movement importantly. One of the key strategies of employers is to warn the new employees during orientation against their joining the union or to give their approval to union formation (1). Such warnings, threats, and counsel delivered during the onboarding process persuade new employees against joining or supporting unions. The indoctrination during the orientation is so severe that new employees become prejudiced against employee unions.

The proposed bill requires that the exclusive representatives of the public sector unions get mandatory to access to all new employee orientations. The bill says that the exclusive representative should have access to all onboarding processes whether online, through electronic means, or in person. Orientation has also been defined in the bill as the communication through which new public employees are advised of their employment rights, benefits, responsibilities, and duties.
