Yes, I have experienced Margaret Heffernan's "Super Chicken" scenario. In my workplace, there are individual teams that produce cast iron parts that are assembled into a machine. Each team receives a drawing from the production manager's office and based on the drawing the team first makes a wooden frame based on which the cast iron parts are made. Once, the parts have cooled down they are ground after which they are delivered to the assembly.

The Super Chicken was our team leader. He had better qualifications than others in the team; he had stood first in college, and now wanted to become the production manager. His goal was to compete with every other team leader and win the competition. His efforts at competition commenced at the production manager's office where he selected the most complicated parts for iron casting. Next, he insisted that the wooden frame making be completed in the shortest possible time. After that, during the casting process, he compelled to team to have the lowest number of rejects and complete the casting in the shortest possible time. Both these things are contradictory.
