Fung discovered that the policies had been accepted by general mangers and division heads. When he inquired why no action had been taken, they replied that these policies were inappropriate for their offices and employees. They said these policies were difficult to interpret. into actions. He called them to his office and told them that the offices and employees were own by TSG and the group polices should be complied with.
