This balance is difficult at best and never more so than when the company is doing business in varied countries and cultures.. Organizational cultures must be modified to meet the demands and needs of the employees and the organization. Organization behavior rules and the moral and ethical issues that face an organization are amplified in global settings. All employees must feel part of the organization, but they must also consider they are respected for who they are and what they offer the company. To maintain these balances, HR is the department to plan and implement the policies related to them.

Countries and communities have all kinds of different laws and rules about how employees are hired, treated and fired. Often, companies come under fire for behaviors that are acceptable in one country, but not in another. HR is tasked with meeting these different perceptions and normalizing them as much as they can by creating policies that help employees and management follow the vision and mission of the company. This is directly related to employees and not to operations. How to offer benefits, schedule vacations, choosing to acknowledge holidays and cultural occasions have a lot of HR input. Additionally, offers of training, what type of training and how to advance individuals within the company are crucial parts of the HR job.

HR keeps track and implements evaluation processes and helps establish rewards and incentives for employees. The department is also the first line in offering or implementing professional development beyond job training. Different cultures have different considerations in terms of people who are considered management material. The company must acknowledge these different points of view while still offering opportunities without discrimination. Time zones, seasons, incentive choices, and rewards are all keys for good HR management. Rules and laws, such as though for specific benefits like the U.S. and the Family and Medical Leave Act or Germany's rules about the amount of vacation/holiday time each person receives must be balanced with operations needs. They must also train supervisors in cultural and legal issues that affect the company.
