The NYC Department of Education utilizes several strategies to attract and retain skilled individuals in an effort to provide the department with a competitive advantage. The Human Resources department is primarily responsible for the attraction and retention of talent. In and effort to find individuals with an adequate skill set to meet the needs, the department utilizes a comprehensive salary analysis process which takes into account information that is publicly available regarding cost of living in and around New York City and comparable wages in other education departments across the country. This enables the department to maintain a pay structure that is fair and equitable and also allows the department to understand the financial aspects of applicant attraction and retention with specialized concern to the economic environment.

The aspect of retention is bolstered by the benefits package, and performance review systems. Benefits become more important to employees as they age. The department maintains a municipal package of benefits that provides significant retirement benefits, with matching from the department, as well as ample time off benefits. One area that continues to be a struggle for the department as well as their employees is the group health benefit. The costs are rising much faster than inflation or wages, so there is a tenuous balance at best between the employee portion and the employer contribution towards that benefit. The department employs an annual review system that takes into account length of service and is based upon performance assessment along with market adjustments which can be considered based on salary and economic research.
