First let's review Kohlberg's Stages of Moral Development. They are the following: Level 1 (Pre-Conventional), which is obedience and punishment orientations. In other words, how can the person avoid being punished? Next, level 2 is the orientation of self-interests. This means, how can I benefit from this?
