Key factors such as the community's location, the diversity, and the overall population help to determine how a community establishes its core values. For most communities, these values are centered around the protection of the family and the wellbeing of all members who reside there and the intent of core values is to help provide a sense of harmony and security (Roth, 2008).

As a part of protecting the community, it is very common for leaders in the community to establish and promote an emergency action plan. This plan is to help guide the community in times of crisis or when the unthinkable happens.
