To be fair, you need to take into consideration the conversion rate. If you want to do business with a foreign country, you need to look at what you are selling and how it affects the customer. For example, if you sell something from the USA to Canada the conversion rate for something that costs $9.70 in the USA will be $10.00 in Canadian money. This of course shows that it costs less in the USA, but in doing business, when it costs more in the other country, most will offer deals or free shipping.
