Unethical behavior

There are lot of activist groups digging into the unethical behavior of companies like Wal-Mart, Starbucks, Nike which they purchase their goods/products oversea from factories using child labor, factory where safety was concern etc... I do know that they do have their ethical code of conduct and they do use independent auditor to audit these factories regularly. However, I think they are facing an ethical dilemma which they have their code of conduct but the problem is they do not have lot of control on what these factories do or these factories do not have the same code of conduct that they are holding. explain
