The groups that seemingly benefitted the most from the imposition of tariffs were Korean and Thailand dealers who were able to significantly raise their level of tire imports while the groups that appeared to suffer the most were the Chinese as well as the U.S. tire industry in regard to negligible increases in the tire industry as a result of the imports.
