It seems complex, but broken down it is fairly straightforward. It is asking you to summarize the article first, and then apply the concepts (e.g., sample size; effect size - which is considered the power of the test; and variability - which is shown by the size of the confidence interval, with the smaller the confidence interval, the less variability, and the more generalizable to the population) to the Job Satisfaction survey. The article explains how you need to consider both the desired effect size (e.g., power of the test = effect size; medium effect size = .30) and the variability (the larger the sample, the less variability) based on the generalizable theory.
